Does this tow wiring harness work for plug and play to a 2023 Kia telluride WITH the LED lighting?

No, the Tekonsha OEM Replacement Vehicle Wiring Harness w Brake Controller Adapter # TK74CR will unfortunately not work with your 2023 Kia Telluride with LED lights.

Your best bet would be to use a universal wiring harness # C59236 which will work with LED lights.
