Should There be Gap Between Top of Fifth Wheel Hitch and Pin Box Mounting Surface

There’s about a 1/4 inch gap between the top plate on fifth wheel and the plate on the king pin . Is that normal?

That's quite a large gap between the top plate of the hitch and the pin box surface. That to to me would indicate there's a problem. Most likely it's a high pinned king pin. I would disconnect, try lowering the trailer using the jacks, and then try connecting again.
