I searched your owners manual and could not find any reference to ensure your rear bumper on your 1999 Toyota Tacoma is rated for towing. Because of this I recommend installing a etrailer Trailer Hitch Receiver # e64AR. This will ensure you do not damage your rear bumper or frame. I recommend using the Ball Mount Kit # EBMK4 with this receiver. It allows you to quickly switch from either the 2" ball you need or a 1-7/8" ball sometimes found on smaller trailers you may tow.

I do know there are aftermarket bumpers like the Westin Fey # 66000-93700 which is rated for towing. This would use a hitch ball with a 3/4" shank. I recommend using the Convert-A-Ball # 802b if you have a bumper rated for towing with a 3/4" diameter hole. I do know 1" holes are also a common size so if that is what you have the Convert-a-Ball # 903b will be the best option. Both of these uses stainless components and include a 2" ball along with a 1-7/8" ball which is interchangeable on the same shank.
