The highest capacity hitch for a 2007 Toyota Avalon is the Curt Trailer Hitch item # C11427. This is a class 1 hitch with a 1-1/4" receiver. It has a 200 lbs maximum tongue weight. I checked with our vendors and no one has any options for a 2" class III hitch with a higher tongue weight rating.
I looked online and the 2007 Avalon has a low towing capacity, I highly recommend checking your owner's manual or calling a dealership and giving them your VIN so they can tell you exactly what your tongue weight capacity is.
The highest capacity E-bike rack is going to be the Thule EasyFold XT Bike Rack item # TH903202. It tops out at 65 lbs per bike so you will need to remove your batteries and try to lighten your bikes to haul them with your Avalon.
