Low Voltage Into Converter Box of T-One Wiring Harness 118498

Hello, Im having some trouble with getting my T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector 118498 to work properly. Heres the troubleshooting Ive performed so far: 1. Voltage at vehicles battery: 13.8V 2. Voltage at the wire ran from the battery to butt splice location stripped wired end, but not secured to butt spliced: 11.8V 3. Voltage after butt splice or wire nut connection...Ive tried both: 8.8V This is the input voltage to the power converter. 4. Voltage at the 4 way flat for running tail lights: 8.8V 5. Voltage when either left or right turn signal is dropped at the 4 way flat: jumps between 1 - 6V When I connect to my trailer, none of the trailer lights work. When I connect a 4-way flat tester, the running tail light indicator lights up, but none of the signal indicators light up when they should. I connected the tester to my other vehicles 4 way flat and the tester works as it should for all conditions. I measured voltages on that vehicle Mazda CX5 and at the 4 way flat, and they are ~12V for the running tail lights and the signals jump between 1 - 12V. My trailer lights work fine on that system too. If you have any suggestions of things to try, Im all ears. This is the 3rd vehicle wiring harness Ive installed and the 1st one to give me any trouble.

Thanks for all that info and since you are getting low voltage going into the converter box of the T-One Wiring Harness # 118498, my best guess is a finicky ground. If you grounded it via an existing screw, that needs to be connected to a clean metal surface - including no paint. If you did that ground methold I would also try using a new ground with the self-tapping screw provided instead of an existing screw, as that may help.
