Recommended Cargo Carrier that Is 48" Long and 20" Wide for a 2" Hitch

could the fhg59zr be narrowed by cutting the bottom slats and end bars and redrilling holes for screws? i am trying to get a carrier that is 48inch wide by 12inch deep.

Yes you can do whatever you want to the Flint Hill Goods 22" x 49" Hitch Mounted Aluminum Cargo Carrier # FHG59ZR once it's yours but modifying it is not going to be covered by the 90-day warranty so if you accidently break it while doing so you'd be out of luck.
The closest cargo carrier I was able to find that matches the measurements you're looking for is the 17x46 Curt Cargo Carrier for 1-1/4" and 2" Hitches # C18145 which measures 48" long and 20" wide overall, and measures 46" x 17" inside the carrier.
This carrier has a maximum weight capacity of 500-lbs when used with a 2" receiver, but when used with a 1-1/4" receiver that capacity drops to 300-lbs.
