How Does Single Axle Trailer Fender w/ Backing Plate Normally Mount

If you are not supposed to use the backing plate for mounting, and my trailer would have to use backing plate, in some way, how do these mount?

Usually fenders like the # HP79VR mount with L-brackets like the part # CE26098G-2. Some people do mount these with hardware through the backing plates though too.
