First Step for Troubleshooting Trailer Surge Brakes that Aren't Working

Question:

I have a 2013 tandem axle trailer for my boat. Surge brakes on rear axle only. Fluid is good. Pads are good. Brakes are not working. Trailer sat mostly unused for years before I got it. I don’t know if it is frozen calipers, a hydrolics issue, or a simple switch/solenoid problem. 1. Do you carry parts for this type of brake system? 2. Do you have a diagnostics tree I can follow to figure out what is wrong and what I need?

I would first try bleeding the brakes to first make sure there's no air in the lines as that prevents them from working but also will give you an idea if the master cylinder is working as well. We do carry some replacement parts but I would need to know the brand of the actuator to determine what you'd need.
