Recommended Supplemental Braking System to Flat-Tow a 1994 Jeep CJ-8 Scrambler

Good morning, What is the best brake system for flat towing my 1984 Jeep CJ8 scrambler. We tow the CJ everywhere including through the mountains with small curved roads. It weighs approximately 5100 pounds.
