For the initial settings when you first start the test drive, you should start with the lowest braking setting on the output of the Curt Echo # C51180. This initial setting is the same no matter the weight of your trailer. When you are testing the output, you do not adjust any settings on the sensitivity of the controller. At approximately 25 mph, apply the vehicle's brakes on a safe area that has a paved, level surface. If the braking is insufficient, increase the output before testing again. If the trailer brakes lock up, the output needs to be decreased. This process should be repeated until the trailer stops are firm and just short of locking up.
Once the brake output is set, you go through the same process starting with the lowest setting on the sensitivity of the controller until you get the desired feel.
I went ahead and attached the exact manufacturer's steps for implementing the controller settings for your convenience.
