The SportRack Semi-Custom Roof Rack for Naked Roofs - Square Crossbars - Steel - 45-1/2" Long, part # SR1003, you attached to your question has a weight limit of 130 lbs. You will be able to carry a rooftop cargo box in this rack.
I recommend the Yakima RocketBox Pro 14 Rooftop Cargo Box - 14 cu ft - Black, part # Y07192. It is a dual-sided opening box. It is sizable, 14 cu ft, but the RocketBox will not interfere with the opening of the rear hatch of your 1999 Honda CR-V.
