do i need to replace leaf springs when upgrading from 2000lb axle to a 3500lb axle on a 5x8b utility trailer

If your plan was to take advantage of the additional weight capacity by using the higher rated leaf springs then yes you'd need higher rated leaf springs like the # e48SR but you should keep in mind if your trailer frame isn't rated for higher weight capacity then you'd still be limited by that.
