The LED flood lights part # 3371492139 that you referenced are IP67 rated which is widely considered to be waterproof so yes, they are submersible.

The LED Flood Light #3371492139 only draws .34 of an amp so you would not need to wire in a relay to power them. They could easily be powered from standard wiring without a relay. I attached a review video for more info on these as well.

The TruRyde #GS-2250DL cross references to the National 442109 grease seal. The #GS-2250DL has an inside diameter of 2.250 and an outside diameter of 3.376 inches, and is a compatible replacement for your National grease seal.
