Troubleshooting Swagman XTC4 Ratchet Hooks That Don't Want To Release

I have a problem with the ratchets bike holder that you push down on the bike frame sometimes it won’t release

I spoke with the manufacturer and they gave me a few tips to help release the ratcheting hooks on your Swagman XTC4 Bike Rack for 4 Bikes - 2" Hitches - Frame Mount # S64665.
First, they said to try and push the hooks down further and then release it back up. Most likely the ratchet is stuck between points and getting it down to the next space will help it get back into track.
Next, they said if it is really on there and you can not get it down further you can let some air out of the bikes tires to help allow more room for pushing the hooks further down.
Lastly, they said you could remove the entire post if you are unable to get the hooks removed. They also advised that you can use WD-40 to help loosen it up.
I also recommend not overtightening the ratchet hooks against the frame of the bike as this could be putting too much pressure on the latch which is thus preventing it from unlocking.
