As the overall length of the fender is 36 inches, the radius will be 18 inches. However, this should not be used with 18 inch wheels and is designed to accommodate 15 inch to 16 inch diameter wheels. The extra space is needed for the wheels to move when hitting bumps and things while in use.

The closest we have is the steel fender part #HP46VR which is designed for a 16 inch trailer wheel and is 10-3/4 inches wide. This would be a few inches wider than what you mentioned but could potentially work.
