The leaf spring center measurement is really not as important as the hub face measurement since you are building a car trailer with fenders.
I do recommend the Dexter Trailer Axle w/ Electric Brakes # 7359765-EB as it is an EZ lube axle that comes complete with the braking hubs that you will need for your car hauler. The hub face to hub face measurement is 95" from left to right. As you are wanting 83" between the fenders this will leave you 6" on each side for the wheels and tires plus clearance between the fenders. The axle is also underslung allowing you to get the trailer to sit lower to the ground making loading and unloading your cars much easier. The spring center measurement is 80" from left to right.
The Karrier ST205/75R14 Radial Trailer Tire with 14" White Wheel # AM32153 would be a good wheel and tire for your trailer. The tire is 8.1" wide so you are looking at just over 4" from the hub face to your fender. This leaves you with about 1" of clearance when you install your fenders which is how much sidewall clearance you need.
I have linked an article below that will help you with positioning your axles correctly on your frame. If you can tell me what type of suspension you are wanting(Leaf Spring or Slipper Spring), I can help you find all the parts you will need for that as well.
