The Tekonsha Vehicle Wiring Harness # 118467 you were looking at for your 2021 Subaru Outback Wagon plugs into a white connector under the trim panel in the rear cargo area of your Outback.
Once the connector is plugged into the factory connector you can either push the 4-way connector down the grommet in the trunk floor, notch the grommet, and silicone it with # LT37467 to keep water from getting in. This will allow you to run the 4-way connector underneath the vehicle to your trailer hitch and then it can be either just looped around the receiver or attached with a mounting bracket such as the # 18144.
The other option is to leave the 4-way connector portion folded up inside of the rear cargo area of your vehicle until you are ready to use it, then just run it out from the hatch and down to the connector on your trailer. The harness will be held in place by the weather stripping on the hatch and will not cause any damage to the harness. This is the easier option and is usually what customers go with due to it being so easy.
If you do not already have a trailer hitch on your Outback then I recommend going with the etrailer Trailer Hitch # e25TR as it has a hidden crosstube meaning once installed on the receiver itself will be visible, and the matte black powder coat finish really blends in well to the plastic trim on your vehicle.
I included an install video of the # 118467 on a 2021 Subaru Outback Wagon for you to take a look at.
