I may have a solution for you but this will involve you checking fitment on your 2003 Chevrolet Silverado 3500.

After speaking to TorkLift they mentioned not seeing upper overload springs in their testing and fitment for your Silverado. They did mention that if any of their kits will work with your particular leaf springs with the upper overload springs it will be the TorkLift StableLoad Suspension Upgrade # TLA7200.

Currently you will have some thin rubber pads attached to your pads on the frame rails. Those will need to be removed to verify that you have a location for the mounting bolt from the StableLoad to attach.

There is no difference between the two part numbers you mentioned. We put "TL" in front of the TorkLift part number so that it's easier to organize it as a Torklift product.
