Yes, the Redarc Tow-Pro Liberty # RED24FR you were looking at does allow you to manually apply the trailer brakes.
This is done by simply pressing the control knob, and is useful for correcting trailer sway or if you are off-road and need to apply the brakes of your trailer before the brakes of your vehicle.
Now the # RED24FR will get installed into your vehicle with either the Universal Harness # RED69FR or a vehicle wiring harness that would plug into the factory trailer brake controller port on your vehicle.
