I have another option for you, but the Buyers Products 2" hitch # 3371801102 you were looking at will not fit your 2007 Chevrolet Express Cutaway Van as it was designed to fit the 2014 and newer vans, and there is not a custom fit option currently available for your year.
For your van you will need to have a local fabricator install a universal hitch like the Draw-Tite # 41990-07 which fits vehicle frames between 18-44" wide, and has a 1600lb tongue weight rating and 16000lb trailer weight rating making it a very heavy duty option.
With that said you will need to check the towing capacity of your van by looking in its owner's manual, and use the lower rating between the hitch and vehicle.
