The Yakima ReelDeal Rooftop Fishing Rod Carrier # Y04089 would work with a rod that has a Reel Deal accessory installed on it. I am not totally sure what you mean by Texan Cross Rail though.

What you need is the part #Y8860040 that you referenced. It fits the factory crossbars of your 2014 Ford Explorer and also fits the Yakima Powderhound ski racks like the discontinued Big Powderhound that you have.
