How Does Reverse Lockout Solenoid For Surge Brake Actuator Get Wired?

I was wondering how to wire up my reverse lockout solenoid to my reverse light wire and if there was anything extra like a fuse.

The reverse lockout solenoid # T4748800 you were looking at is pretty easy to wire up. You will ground one of the wires to the tongue of the trailer, and the other wire will get connected to your trailer connector.
The most common connector for trailer with surge brakes is a 5-way connector. If your trailer has a 5-way connector you would wire the solenoid wire to the wire on the connector that is the furthest from the ground wire as shown in the included diagram. If your trailer currently has a 4-way connector you will need to add a 5-way connector using # HM47910.
Now on the vehicle side you will need to also add a 5-way connector. As long as your vehicle has a 4-way connector you can easily adapt it to a 5-way connector using the # C57187. This will plug into your 4-way connector and you will just need to connect the blue wire to the reverse light wire on your vehicle using the included quick splice. Using a circuit tester like # PTW2993 will help you find the correct reverse light wire.
You will not need any fuses, as the reverse light circuit on your vehicle which is giving the power is protected via the factory fuse.
