The only other bike rack for two electric bikes with fenders made for flat-towed vehicles other than the Swagman E-Spec 2-Electric Bike Platform Rack S64689 is the Yakima OnRamp Bike Rack for 2 Electric Bikes - 2" Hitches # Y36FR. The advantage of the OnRamp over the E-Spec is the OnRamp's integrated ramp to help loading the bikes on the rack. Also, the OnRamp frame clamps can adjust to your bike with alternative frame styles.
If you need a rear-hitch for your 2000 Hondra CR-V, I recommend the Curt Trailer Hitch Receiver # 13314. The Curt Trailer Hitch is great because it comes with a complete hardware kit and involves an easy bolt-on installation. The hitch will allow you to safely transport the OnRamp and your two e-bikes on your flat-towed 2000 Honda CR-V.
