It looks like you are referring to the GearDeck 17 Enclosed Cargo Carrier for 2" Hitches - Slide Out # H00604. The manufacturer does not have any speed limitations or restrictions in place when using this cargo carrier on a vehicle's 2" receiver. I am also not aware of any state laws regarding speed limitation while using a cargo carrier, however, you could check your state laws to be sure.

This is a really neat carrier; the slide out feature allows access to most trunks on SUV's. Several customer's stated that it allowed the rear doors to open properly on their Mercedes Sprinter, but you can take a few measurements just to be sure! The carrier's slide-out platform has a 6" rise from the top of the receiver opening to the top of the carrier's platform. When slid out all the way, the carrier measures 50" from the receiver hitch pin hole. I attached a diagram that I made to illustrate these measurements for you; if your rear cargo doors are at least 6" up from the receiver tube and no more than 50" long when opened, it will work for you. I also included a helpful demonstration video to check out.
