How easy to tilt back and then return with 200 lbs. In rack?

If you had 200 lbs in the Cargo Carrier # e98874 and you wanted to tilt it down or tilt it back up from being in the lower position it would be like lifting 100 lbs since the hinge is at the very front of the carrier.
