Could a Class II Bike Rack Fit in a Class I Trailer Hitch

The bike rack i am getting says class II only and this is class I what is the difference and is there an adapter?

Class I hitches are lighter duty than Class II hitches and the accessories that are Class II only are going to be either too heavy or designed for carrying more weight than would be safe with a Class I hitch. Also worth mentioning is that Class I hitches have a safety feature built into them that does not allow a Class II rack to fit in it.
So with the Curt Hitch # C11419 you'd need to use a bike rack that is Class I compatible directly like the Hollywood Racks # HR200Z.
There are no adapter for this situation either and also hitch adapters end up cutting the capacity of the hitch they are used in by 50 percent.
