Direction of Tapered Nut When Installing Replacement Hardware Kit for Fulton Swivel Jack

Question:

Can you advise on the direction the tapered nut should be installed? Does the tapered end thread first and go on towards the trailer and seat on the bushing? Is there a reason it does not thread easily, is it designed to lock in place or something? Also, there still is some play in the jack stand where it bolts to the trailer. The play is left ot right or out to in versus fwd and back as it is locked with the spring pin. Is this normal?

The tapered end of the nut that comes with the Replacement Hardware Kit for Fulton Swivel Jack
Item # F0933325S00 does go first. The nut is hard to thread on as it is a lock nut designed not to loosen up over time.
