What would cause a overload error on brake controller?

There are several things that can cause an overload error on a brake controller like Tekonsha Prodigy P2 Trailer Brake Controller # 90885 you referenced. Typically an overload error is caused by a short on the brake output circuit. The first thing I would do is disconnect the trailer from your tow vehicle and inspect both connectors for damaged terminals or corrosion build up. Bent or corroded terminals can cause one circuit to cross over and short another out. You'll also want to visually inspect the wires on the trailer for any damage. If there is any copper showing on the wire it may be shorting to the trailers frame.
The magnets for the trailer brakes are also somewhere to inspect. You want to make sure that the wires coming from the magnets aren't damaged, and the ground wire for each one has a solid clean connection.
I linked a few articles about troubleshooting brake controllers and how to test trailer brake magnets.
