If the sidewinder is installed correctly, should you be able to rotate it by hand.

No, when installed properly you should not be able to turn the sidewinder like Sidewinder 5th Wheel King Pin with Rotating Turret - 20,000 lbs part # RP34FR by hand. There is a great deal of force required for that to turn if it were loose enough to turn by hand that would lead to issues heading down the road.
