Are the hitch part # 36408 a complete tow package?

The Draw-Tite Class II 1-1/4 Inch Hitch, part # 36408, will fit a 2012 Chevrolet Equinox. It is the trailer hitch and pin and clip. To be able to tow with this hitch you will still need to purchase the recommended ball mount, hitch ball and the wiring harness for lighting the trailer lights. I am including links to the installation instructions and a install video of the hitch being installed on a 2010 Equinox (same on the 2012 model).
The wiring harness for your Equinox would be the Curt T-Connector Vehicle Wiring Harness, part # 56094. I am including a link to the installation instructions on the Curt harness and a link to a video of the harness being installed on a 2010 Equinox (same on the 2012 model).
For a hitch ball you will need to choose the correct ball size to fit the size of the coupler on your trailer. For the 1-7/8 inch size coupler you will need the Tow Ready 1-7/8 inch Hitch Ball, part # 19256. If you have the 2 inch size coupler you will need the Tow Ready 2 inch Hitch Ball, part # 19258.
