Question:
So I cannot tow even a light trailer with the Stealth Hitch # 391SUOB20? 2020 Subaru Outback Wagon.

You are correct. The 2" receiver piece included with the Stealth Hitch # 391SUOB20 for your 2020 Subaru Outback Wagon should only be used for hitch-mounted accessories like a bike rack or cargo carrier. The receiver simply isn't designed to pull a trailer, no matter the weight, and isn't tested for this application.
If you already have this hitch installed you can add the Ball Mount Towing Package # 391CONVOC3 that will let you pull a trailer. This kit includes the needed ball mount piece (that will be used in place of the 2" receiver) and trailer wiring harness.
If you don't yet have the above hitch already, then you can just go with the Stealth Hitch # 391SUOB20T instead, which includes both the 2" receiver piece and ball mount piece along with the wiring harness. This is basically the "all-in-one" kit.
I have attached the installation instructions that you can check out as well
