can you use an 1 1/4 inch to 2 inch adapter safely with the 24x60 folding cargo carrier

The use of an adapter, like # HTAD, to use a 2 inch accessory in a 1-1/4 inch hitch can be done. However, you will reduce the tongue weight capacity of the hitch by 50 percent. For example if your hitch has a tongue weight rated at 200 pounds, by using the adapter it is reduced to 100 pounds. Then you have to subtract the weight of the carrier, about 60 pounds, which means you could only carry 40 pounds.
The best option is to go with a carrier designed to fit in a 1-1/4 inch receiver. Curt makes another carrier, # C18145, that you could use. It has a little different design (no mesh bottom), and is a little smaller (20x48), but with it installed the hitch tongue weight capacity would not be reduced.
If you needed the mesh bottom you could go with Reese # 63155 . This carrier is the same basic design as the Curt model you referenced only a little smaller (20x47) and weighs 44 pounds. I have included video links to both of the above carriers for you to view.
