You can absolutely install a trailer brake controller on your 2019 Toyota Highlander and I will happily go through all the parts you will need for this.

To start, if the Highlander isn't already equipped with one, you will need to add a 4-Way trailer wiring harness. For this the Tekonsha T-One # 118449 will work perfectly. This custom harness will plug right into a factory port located inside the rear cargo area underneath the spare tire compartment. This will provide you with a 4-Way connector for powering the trailer's basic signal lights.

I have attached an installation video that you can use for reference.

To install a brake controller you will then need to upgrade this to a 7-Way using the Wiring Kit # ETBC7L. This kit gives you everything needed to do this including the 7-Way connector itself. I have attached an in-depth review along with the written instructions that you can check out as well.

Then with the 7-Way in place you are ready for to add the trailer brake controller. For your Highlander I highly recommend the Curt Echo # C51180, which features a unique design that allows for a really simple install process and operation. The Echo will plug right into the 7-Way connector on your Highlander and you will pair it to your phone via Bluetooth after downloading the free app.

Your smart phone is then what you will use to adjust any settings or manually activate the brakes when/if needed. Otherwise the Echo works as a proportional controller that will automatically send power back to the trailer brakes based on deceleration. This means you don't need to wire in and mount an additional component in the cab like with other controllers and it's easily transferable to other vehicles if you ever tow with something else down the line.

I have attached a video demonstration on the Echo as well so you can see exactly how it works.
