My trailer frame is 1inch wide by 3 inches high...Will this attach to this size trailer frame?

Yes, the CE Smith Post-Style Guide-Ons for Boat Trailers part # CE27626 will fit trailer frames up to 3" wide x 4-1/4" tall. The key word here being "up to" so they will indeed work with your 1" wide x 3" tall frame rails. The extra space you have between the sides of the u-bolt and trailer frame will just need to filled with some treated wood. There will be no space on the top and bottom as the u-bolts will clamp down on these parts of the frame.
