Question:
Trailer brake output pin on continuously with the vehicle turned off. I disconnect brake controller connection in cab and light in rear goes out. Something in controller is sending an output to the trailer brake wire.

You may have a short to the blue brake controller wire or pin on the 7-Way. This can occur from several sources. To check the brake controller, cut the blue wire several inches away from the controller. Use a circuit tester like # PTW2993 if needed to test the blue wire on the end coming from the controller.
If it shows a signal all of the time, even when you are not applying the manual override, then there is a problem with the internal circuitry of the brake controller, and it will need to be replaced. If the brake controller only shows a signal when the manual override is used, then the controller is working correctly.
You can move on to testing the 7-Way trailer connectors. On the vehicle side, check for any corrosion build-up in the connector and also behind it where the wires attach. Corrosion can cause a short from the 12-volt pin to the brake pin. Make sure that the trailer side connector is also free of corrosion.
You can also check the brake magnets on the trailer and the wiring going to them. Start by making sure the wiring is intact with no nicks that may be touching the metal of the trailer frame. One wire on each magnet goes to the 7-Way and provides power to the magnets. The other is a ground wire and needs to be attached to a clean bare metal surface.
Next, check the magnets visually. If you can see the windings coming through the magnets will need to be replaced. You can further test the magnets to determine if they are functioning properly. I have included a link to an FAQ article that explains the process.
