How do I raise the height of a Reese fifth wheel and will it affect the pulling

The height adjustment procedure for a 5th wheel hitch will be dependent on that particular hitch but most of the options from Reese have the same procedure which entails unbolting the center section, moving the center section up to the next set of bolt holes, and then reinstalling the bolts. This won't have an affect on pulling so long as the trailer is level.

I have attached a photo for you that shows this process on the Reese Elite Series Pre-Assembled 5th Wheel Hitch part # RP30144 but this process will be pretty much the same for all Reese 5th wheel hitches. If the increased hitch head height still does not provide what you need then you have a few other options which would be to adjust the pin box (if applicable) or raise the trailer using one of the following methods.

If your leaf springs are already over your axle tube then you will need to use the Tandem Axle Lift Kit part # RR23QX but if they are under then you can flip them using the Dexter Trailer Springs Over-Under Conversion Kit part # K71-385-00 for 5,200 lb - 7,000 lb axles or part # K71-384-00 for 3,500 lb axles.
