Will this base plate work on my 1999 Jeep Wrangler and my older style Sterling Tow Bar ?

The Roadmaster Direct-Connect Base Plate Kit # RM-521424-5 is compatible with your 1999 Jeep Wrangler if you have the standard or the double tube bumper. This base plate kit is compatible with your older Sterling tow bar because it has the connections like what you see in the attached picture.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some additional recommendations for you.
