Do these shackles come as a pair? I have 4 springs so do I need to order 4 or 8?

The Shackle Strap - 2" Long # TRSL200 that you referenced is sold individually so if you needed a quantity of 8 you'd need to order 8.

We have the #166079 which is a 9/16 inch diameter shackle bolt like you need that measures 3-1/2 inches in length.
