Does Draw-Tite Trailer Hitch for 2018 Honda CR-V Include Fish Wire

Yes, the Draw-Tite Trailer Hitch # 76128 that fits your 2018 Honda CR-V does include the fish wire (pull wire) that you asked about. If you take a look at the cut out of the linked installation instructions you can see the fish wire is included, as well as the other hardware that comes with the hitch.
This hitch is a great choice for your '18 CR-V because it is strong, with a 4,500 lb towing capacity and whopping 675 lb tongue weight capacity, as well as highly durable, which is evidenced by its lifetime warranty. I have added a link to a video showing this hitch being installed on a 2018 CR-V for you to take a look at.
If you plan on towing you'll need to add a wiring harness and the best option is the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118741 because it has the highest amp capacity of the harnesses for your vehicle and is a relatively simple plug-in, as you can see from the linked install video. I also highly recommend using Dielectric Grease for Electrical Connectors # 11755 to help prevent any type of corrosion in your connector; using it will increase your 4-way's durability and extend its lifespan.
For a ball mount and hitch ball I recommend checking out Ball Mount Kit # 989900, which is for 2” hitches and may fulfill your towing needs in one tidy package; two ball mounts - one with a 3/4” rise or 2” drop and the other with a 2-3/4” rise or 4” drop – along with a 1-7/8” hitch ball, a 2” hitch ball, and a pin and clip.
