The Tow Ready 4 Pole to 5 Pole Trailer Wiring Adapter # 20036 will connect directly to the 4-Way on your 1999 Toyota 4Runner 4-Way like part # 118341 and then according to my research you will need to splice the blue wire to a Red/Yellow wire behind either of your tail lights for the reverse light function. You will want to verify this wire color with a circuit tester like part # PTW2991 though as your vehicle is older and some wiring could have been swapped out.
