picture shows only one flap but description says sold in a set of two. I need two but want to confirm quantity.

The Buyers Products Mud Flaps # 337B2014LSP referenced in your question does come with 2 mud flaps.
These are 1/4 inch thick rubber flaps that will hold up extremely well over time and are made right here in the USA. They measure 20 inches wide and 14 inches tall.
