Will this fit an Outback? I ask, because I already have the side rails and didnt know if that would interfere with the straps, etc.

The rails won't interfere with the straps and can even be used as an attachment point instead of running them through the vehicle.
I have attached an image from the installation manual that addresses this.
This kayak system includes 2 of the foam blocks, 2 block straps, and 2 ropes to anchor the bow and stern to the vehicle. It can handle a single kayak of up to 55 pounds. I have attached a short video demonstration that you can check out as well.
