Yes, the Curt Class III Trailer Hitch Receiver # 13430 referenced in your question is confirmed to fit your 2006 Jeep TJ Rubicon.
This custom hitch will use existing holes in the Jeep's frame for a no-drill installation and it will provide you with a 2 inch receiver opening. The hitch features a 4,000 pound towing weight capacity and a 400 pound tongue weight limit. I have attached an installation video that you can use for reference along with the written instructions.
If you are planning on doing some towing and your TJ didn't come equipped with the factory wiring connector I recommend the Tekonsha T-One # 118409. This will plug right into factory ports at the rear of the Jeep on the driver and passenger sides to provide you with a 4-Way connector to power a trailer's basic signal lights. I recommend using the Mounting Bracket # 18144 along with the No-Drill # C57202 to mount the connector to the trailer hitch crosstube.
