The etrailer.com Ball Mount Kit # 989900 referenced in your question includes two different ball mounts, one with a 3/4 inch rise or a 2 inch drop and one with a 2-3/4 inch rise or 4 inch drop. In order to ensure that one of these units will be sufficient to tow your trailer(s) level will depend on the coupler height of your trailer (in addition to the hitch receiver height on your Tacoma).
With your Tacoma parked on level ground you will want to take a measurement from the ground to the top inside edge of the hitch receiver. Then with your trailer parked on level ground measure from the ground to the bottom of the coupler. If you have a couple trailers you plan on towing you will want to do this for each.
If the measurement on your Tacoma is larger you know you will need to use a ball mount in the drop orientation. If the measurement on the trailer was larger you will need one with a rise. The difference between the two measurements will give you the amount of rise or drop that is needed.
If you can provide me with the measurements you took I will be happy to verify if this kit will work well or recommend a different ball mount. I have also attached a great article on exactly this subject that you might find helpful.
