Cargo Carrier Recommendation that Has Rise Built into Shank

Could it be made with an offset hitch connection so that it is little higher off of the ground

We have cargo carriers that are similar in size to the Let's Go Aero BigBoss part # H01465 that have a rise built into the shank like the Pro Series carrier part # 63153 which has a rise of 2-1/2 inches but there isn't a way to add a rise to the BigBoss.
