Installing a trailer hitch like the Curt # C11363 which is the only hitch we carry confirmed to fit the electric 500e model, does not require any welding. Per the install details, which I've linked for you, the install time is around 50 minutes for a professional.
The most technical part of the installation comes from using the fishwire technique. This requires you to use a bolt leader through the access holes in the Fiat's frame to feed the bolts down through the bolt holes from inside the frame. It sounds harder than it is, and the bolt leader and all the hardware is included with the hitch.
