Recommended Trailer Hitch, Wiring Harness and Ball Mount for 2004 Volvo XC70
Question:
2004 Volvo xc70 - Is there a class 3 that allows a wdh on this vehicle?

There are options to install a trailer hitch on your 2004 Volvo XC70 but the only fits for this vehicle are Class II hitches with a 1-1/4 inch receiver and they do not allow weight distribution to be used; I checked with the hitch manufacturers to make sure.
Among these hitches for your Volvo I recommend the Curt Trailer Hitch # C12318 durable steel construction, easy bolt-on installation and the fact is made in the USA. The accompanying photo is one a customer sent in of this hitch installed on their 2004 Volvo XC70 so you can see how it will look on your car.
This hitch has a 350 lb tongue weight capacity and 3,500 lb towing capacity though you will want to make sure you check your owner's manual to verify what the towing capacity of your '04 XC70 is.
The recommended ball mount for this hitch is the Curt # C45016 and you will need Pin and Clip # F-4 to secure it to your hitch. The hitch balls that fit this ball mount are # A-82 for a 2" Hitch Ball and # A-80 for a 1-7/8" Hitch Ball. For a wiring harness you will want to use part # C59236.
