I spoke with my contact at Roadmaster regarding your older model Falcon 5250 Tow Bar. She stated that replacement parts for this particular unit are no longer being made and the Replacement Passenger Side Outer Bar # 910021-22 that you referenced unfortunately will not work.
Since replacement parts for your Falcon tow bar are no longer available, your best option is going to be to replace the entire unit. I recommend taking a look at the Roadmaster Falcon All Terrain Tow Bar # RM-522. It features a non-binding design for easy release (even on unlevel ground) and extra-long telescoping arms that allow for better maneuverability on the road. It has a 6,000 pound weight capacity.
I have attached a couple short video demonstrations on this tow bar that you can also check out.
