I looked up the online owner's manual for your 2006 Chrysler PT Cruiser and it states on pages 340 and 341 that if you have an automatic then it must be towed with all 4 wheels OFF of the ground. If you have a manual then it states the following:
"If your vehicle is equipped with a manual transaxle, it may be towed with all four wheels on the ground, in a forward direction, at any legal highway speed, for any distance, if the transaxle is in neutral."
Typically if there are special instructions for prepping your vehicle to flat tow the manual will state so. You will need to have your vehicle in neutral but as for the key you will need to contact your nearest Chrysler dealer. I am unsure about your odometer so you will want to ask the dealer about that as well.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some additional recommendations for you.
