In the meantime the easiest way to determine if a vehicle has the factory tow package is to have the dealer run the VIN in their system and they should be able to tell you how the vehicle is equipped. You can also tell me the VIN and I can run it through some decoders to see if I can figure it out.

It is possible for some vehicles to have the tow package wiring but not have the factory tow package because it isn't activated.

Alright. The picture you took at the front of your 2015 Toyota Highlander is actually the OBD-II port used for vehicle diagnostics so that is not the converter in question. The wiring in back shows that the larger white connector is not plugged into anything. Actually on your 2015, this is where a wiring harness, # 118449, will plug in. So that would mean that you do not have the tow package. Take a look at the video I have linked showing installation on a 2015 Highlander. Next you will need # ETBC7 to add the 7-Way connector. It all comes with the parts needed to hardwire in the brake controller. You mentioned the P3 # 90195. That is an excellent choice. I have included some links that show and explain the ETBC7 installation for you.
